Encore II
PearlNet is a sub-contractor to the ENCORE II prime contractor Data Systems Analysts, Inc. (DSA) FA8771-04-0-0005. ENCORE II is a Defense Information Systems Agency (DISA) IDIQ contract to provide technical solutions for the Department of Defense (DoD) in support of its migration to an integrated and interoperable Global Information Grid (GIG), as well as other federal agencies having similar Information Technology (IT) migration and integration needs. ENCORE II is standards based and solutions compliant with DoD enterprise architecture and net-centric standards. It has streamlined, simplified procedures making it easy to use. Authorized users comprise of all military services, defense agencies, and other federal departments and agencies.
ENCORE II contracts are Indefinite Delivery, Indefinite Quantity (IDIQ) contracts designed for Performance-based Acquisition (PBA) task orders. They use the negotiated, fully-loaded (e.g., direct labor costs, overhead costs including program management, G&A expenses and profit) hourly labor rates that are contained in the ENCORE II contracts. While ENCORE II is designed to accommodate Firm Fixed Price (FFP) or Time and Material (T&M) type Task Orders (TO), there may be occasions where a Cost-Reimbursement (CR), (e.g., Cost Plus Fixed Fee (CPFF) or Cost Plus Award Fee (CPAF)) structure is more appropriate due to the type of work required. The period of performance for the ENCORE II contracts is one hundred twenty (120) months consisting of one five (5) year base period and an additional five (5) one-year option periods. The maximum order amount for all orders placed against all contracts combined over the ten-year contract life is $12.225 Billion.
